email from Ang Pamantasan's former editor-in-chief, Ma. Cecilia Villarosa

In behalf of the Ang Pamantasan Student Publication, I would like to extend our deep gratitude for your support in our struggle.

In the midst of our arduous plight, it is such a good thing to know that there are many people and organization behind our back.

Your words of support had indeed harbored greater defiance on our part to pursue this fight.

Surely, hindi kami nag-iisa sa laban na ito!

Good news: By the virtue of a court agreement during our first hearing last June 30, the suspended students, who filed a case before the Manila-RTC, have just started attending their classes since July 1.

However, the harassment still prevails. Following the June 21 mobilization, AP sympathizers were subjected to harassment as fabricated administrative cases have been filed against them. The administration also scheduled a bogus AP examination set on July 24.

Black propaganda materials against the publication have been massively distributed within the campus. The published AP newspaper, containing our responses on the allegations imputed by the administration, has been confiscated.

Our next hearing is scheduled on July 23 and July 30. Hope you could attend. We are again conducting a mobilization on July 22, Thursday, at the Manila City Hall to urge the city officials to act on our struggle immediately. On the dame day, a vigil will follow by 5pm infront of the PLM gate.

Again, thank you very much for your support and for sharing the same advocacy.

Kudos!

---Cecil Villarosa

note: Somebody should start saying something about what's happening at the Pamantasan ng Lungsod ng Maynila.

Stop harrassment of Ang Pamantasan

In its June 29 issue, the Philippine Collegian carried a news article about the dismissal of two editors of the PLM official student publication, Ang Pamantasan, for allegedly publishing a "malicious" article.

PLM President Benjamin Tayabas dismissed on June 11 AP editor-in-chief Cecilia Villarosa and news editor Celeste Boniquit. He also ordered the suspension of Managing editor Julie Soriano and eleven others from the AP staff, as well as the revocation of the bachelor's degree of former associate editor and Mass Communication graduate Rose Manaog.

Earlier, on June 7, university officials also ransacked AP's office, replacing its doorknobs and leaving no key with any of its staff or editors.

The administration alleged that the students violated certain provisions in the PLM student handbook regarding the use of "(malicious) language (which) may (damage the reputation) of PLM students, employees, faculty members or officials" when they released the story "The Big Five" last February.

The article featured the statements of assets and liabilities of PLM President Tayabas, vice-presidents Virginia Santos, Angelita Solis, Danilo Baluyot, and University Registrar Ester Jimenez.

In their statement, the Ang Pamantasan editors maintain that the article was done in the interest of transparency, and was in no way intended to allude to probable malversation of public funds.

Aside from dismissal, suspension and revocation, the AP and its supporters are being harrassed in yet other ways. On campus, the University Security Group disperses groups of 10 or more students. They also search student belongings, confiscating Ang Pamantasan statements if found, according to Soriano.

Meanwhile, members of the AP staff have been denied entry in campus. This has also had an effect on their funds - after the fee collection for the paper was not included in the registration process this enrolment, the AP staff have taken over the task themselves. Since they have been banned from the university premises, AP has only been able to collect publication fees from about 30 per cent of the student population.

The PLM administration, however, has denied having shut down the paper, claiming that they intend to turn the key to the publication office over to the AP staff "upon the submission of names of two incumbent editors for the selection board".

In an interview with Bulatlat.com, Soriano viewed this move as a step toward further curtailment of campus press freedom in PLM, with the admnistration striving for greater control. "Kapag sila ang nagpa-exam sa bagong editorial board, hawak nila ang bola. Ilalagay nila ang mga tao nila." (If they would be the ones to administer the editorial exams, they would choose their people)" she said.

Furthermore, Soriano said they learned that the admnistration had secretly conducted a journalism exam for aspiring PLM students last April, where the students were asked to write about developmental journalism. Soriano said the admnistration simply wanted submissive writers, not critical ones.

On June 22, Villarosa led hundreds of students in a march as she laid a funeral wreath in front of PLM, symbolizing the "death of campus press freedom" in the university.

As journalism students and advocates of campus press freedom, we would have done the same thing - lay a funeral wreath as a peaceful means of reacting to such blatant violation of our rights.

Students of the Pamantasan are in many ways just like us UP students - iskolars ng bayan. And we are aware that we owe our loyalty and allegiance, not to any university administration or officials thereof, but to the people whose taxes provide means for us to be educated..

As members of our respective school papers, our primary responsibility is to inform the public, to educate others - students, most importantly - about pertinent issues, about issues of great public interest.

At a time like ours today, transparency is viewed as one of the most important characteristics of any government or administration. Statements of Assets and Liabilities are public documents, and seeing that the officials of the PLM administration are public figures, there is no reason why publishing such documents should be source of any conflict.

Young as we are, we do study our history - with tales from our parents and older brothers and sisters, articles from books and documentaries, we have formed a dreary memory of the Martial Law years in our minds, and it is one which we do not wish to return to ever again. Harrassment such as this against campus journalists, the glaring similarity to incidents during the 70s, has inevitably set off alarms in our heads.

As members of an academic-political organization of campus journalists who believe that press freedom is vital in social change, we, members of the Union of Journalists of the Philippines - UP Diliman Chapter call on the Pamantasan ng Lungsod ng Maynila administration to reverse the dismissal of the Ang Pamantasan editors, and to allow the rest of the staff re-entry into the university premises, as well as the publication office. We also call on them to stop further interference with the student publication, and to uphold campus freedom - to empower students, not encroach them.

In the service of the Filipino public, we remain.
